The Union minister of finance has also made the announcement

Last month, Union minister of finance Nirmala Sitharaman proposed raising demand to urge the country's economy back on target . The minister of finance told a news conference that a special scheme has been launched for state employees. this may enable government employees to urge Rs 10,000 beforehand . this may benefit the Central Government Employee

The minister of finance made two proposals to extend demand:

1) LTA Cash Voucher Scheme 

2) Special Festival Advance Scheme

The minister of finance said the worker would get a pre-paid card to avail the scheme. meaning it'll have already got a recharge. during which you'll get 10 thousand rupees. At an equivalent time, the govt will bear all the fees against it.
